Does the EV calculation account for public charging costs?

It uses a single average electricity price and efficiency figure that you set. If you charge at public stations that cost more than home charging, raise the electricity price input to reflect your real blended rate.

Why can a hybrid end up costing more than an EV over time?

A hybrid still burns fuel every year, so even at strong MPG that cost keeps adding up. Over a longer ownership period or higher annual mileage, an EV’s lower running cost can overtake the hybrid’s smaller purchase-price gap.
